Kotitalouksien säästämisaste on trendimäisesti alentunut Suomessa jo useamman vuoden ajan. Tämä näyttäisi muodostuvan ongelmalliseksi kasvavan vaihtotaseen alijäämän olosuhteissa. Säästämisasteen alenemiseen on useita syitä, joista yksi keskeisimmistä on kotitalouksien tulo-odotukset ja säännöstelystä vapautuneet pääomamarkkinat. Jos pääomamarkkinat nimittäin toimivat riittävän täydellisesti, voivat kotitaloudet ottaa luottoa vallitsevalla korolla haluamansa määrän, kun ne odottavat tulojensa kasvavan, tai sijoittaa vallitsevalla korolla haluamansa määrän, kun ne odottavat tulojensa laskevan. Näin ollen kotitaloudet voivat tasata kulutusvirtaansa pääomamarkkinoiden avulla, jolloin säästäminen laskee odotettujen tulojen noustessa ja nousee odotettujen tulojen laskiessa. Tätä hypoteesia tutkittiin Suomen osalta ajanjaksolla 1960 - 85, sekä osajaksoilla 1960 - 69, 1960 - 75, 1970 - 85 ja 1976 - 85. Hypoteesi hylätään ainoastaan ajanjaksolle 1960 - 69, joka yhdessä erillisten luottorajoitearvioiden kanssa viittaa 1960-luvulla suhteelliseen kattavaan ja sitovaan luotonsäännöstelyyn. Kotitalouksien kulutus- ja säästämiskäyttäytymisessä näyttäisi tapahtuneen muutoksia siis jo 1970-luvulla. Households' savings ratio has been declining in Finland for several years. This trend seems to create problems in the external balance. One can certainly think many reasons for the observed decline in the savings ratio, but in our opinion among the most fundamental reasons lie households· expectations on future income and the deregulation of financial markets in Finland. The argument is that if financial markets are well-functioning, households can, at the given market rate of interest, take up the amount of credit they need in expectation of a future increase in income, thus realizing their expectations through the financial markets. This implies that households can smooth out consumption over time through the financial markets, which in turn means that current household saving will decline (increase) when households expect an increase (decrease) in future income. This "signalling" function of current saving is the maintained hypothesis we seek to test using quarterly Finnish data. The sample period is 1960 - 1985, divided into subperiods 1960 - 69, 1960 - 75, 1970 - 85 and 1976 - 85 in order to find out if there are differences between the periods. It turns out that the hypothesis is rejected only for the subperiod 1960 - 69, which, together with the liquidity-constraint estimates, points to relatively binding credit rationing regime in the 1960s. We tentatively conclude that changes in household saving and consumption behaviour appear to have taken place already at the beginning of the 1970s.
